Enable Go Up and Go Down

I'm just browsing around on the site right now and noticed that the go up and go down is not set. imo it's a good feature to have enabled to avoid the scrolling to the last reply... it's not a big o deal, but just a thought

I think it would clutter the page for nothing interesting. I never use these options, I use the Page Up and Page Down keys to reach the top and end of a page... ;)

Maybe we could add these links whenever there are at least, say, 10 comments... I don't know?
